Commented out code in 7.x-3.39

Was it intentional that the following method was commented out in version 7.x-3.39?

* Implements hook_form_BASE_FORM_ID_alter().
function cleantalk_form_alter(&$form, &$form_state, $form_id)

I am trying to determine why spam is shown as caught in my dashboard, but continues to show up in Pardot. Looking at the order of form_alter hooks I see cleantalk way before Pardot, In looking through the code I noticed this method commented out.

This method was commented a way before 3.39 version because of changing module logic. Anyway, _cleantalk_form_alter method is already getting forms of 3 types:

register cleantalk_form_user_register_form_alter

comment cleantalk_form_comment_form_alter, cleantalk_form_comment_node_webform_form_alter

contact form cleantalk_form_node_form_alter

So the entire spam of these types should be blocked.
